This research analyzes the urgency and forms of legal reform in water resource management in Tebo Tengah District, Jambi, within the context of an intensifying climate crisis. This region, characterized by its geography and reliance on water resources, faces serious challenges due to changing rainfall patterns and environmental degradation. Although water management regulations are in place, their impact has not been optimal in ensuring sustainable water availability and quality, especially for indigenous communities who possess local wisdom in water management.
The study aims to examine the role of the government in formulating and implementing adaptive legal policies, and to explore forms of participation from indigenous communities and the potential for integrating customary law with positive law in addressing the impacts of the climate crisis on water resources.
Utilizing a qualitative approach with a case study in Tebo Tengah District, data was collected through in-depth interviews with stakeholders (local government officials, indigenous community leaders, environmental experts), observations, and analysis of relevant legal documents. The research findings are expected to provide conceptual and practical recommendations for formulating water resource management regulations that are more responsive to the climate crisis, socially just, and sustainable, by positioning the local wisdom of indigenous communities as a primary pillar.
